Washington, D.C. <\/strong>\u2013 Yesterday, U.S. Senators John Fetterman (D-PA), Lisa Blunt Rochester (D-DE), Mike Crapo (R-ID), and Thom Tillis (R-NC) introduced the bipartisan, bicameral Housing Supply Frameworks Act<\/em>.<\/p>\n\n\n\n

The Housing Supply Frameworks Act<\/em> (S.1299) will provide resources to help communities overhaul their zoning and land\u2011use regulations. By channeling national expertise, the Department of Housing and Urban Development (HUD) will provide a new framework to assist localities in breaking down barriers and increasing the supply of affordable housing for families across all income levels.<\/p>\n\n\n\n

\u201cWe are currently facing a housing crisis in Pennsylvania and across the country. We must increase our housing supply to meet Americans\u2019 needs \u2013 but excessive regulatory red tape and restrictive zoning requirements are getting in the way,\u201d said Senator Fetterman. <\/strong>\u201cThe Housing Supply Frameworks Act<\/em> will help address this crisis by providing assistance to states and localities to enact zoning reforms. I\u2019m glad to work with Senators Blunt Rochester, Crapo, and Tillis, and our partners in the House, Representatives Flood and Pettersen, to introduce this important bipartisan legislation. I hope to see it passed this Congress.\u201d<\/p>\n\n\n\n

The federal government first laid the foundation for zoning in the 1920s with the Standard State Zoning Enabling Act,<\/em> a model law for states to enable zoning regulations in their jurisdictions. The Housing Supply Frameworks Act<\/em> provides a similar conceptual framework that will help states and localities move more easily toward a regulatory structure needed to meet the demand for affordable housing in the 21st century.<\/p>\n\n\n\n

This legislation continues the work Senator Fetterman has championed since his first days in the Senate to knock down the barriers that prevent Pennsylvanians from having enough safe, affordable homes. Last year, he led the Reducing Regulatory Barriers to Housing Act<\/em><\/a>. The Housing Supply Frameworks Act <\/em>is a bipartisan continuation of that effort, underscoring that cutting red tape and building more homes can unite both sides of the aisle.<\/p>\n\n\n\n

The Housing Supply Frameworks Act<\/em> is rooted in conversations Senator Fetterman\u2019s office has held across the Commonwealth, where outdated zoning and land\u2011use rules were repeatedly cited as the primary obstacle to development, a roadblock to attainable options, and a driver of homelessness. As just a few examples – in communities from Kennett Square to Indiana County, rents have doubled; Clinton County is hundreds of units short just for seniors; the Lehigh Valley and Lancaster County each face shortages in the thousands; Philadelphia is tens of thousands of units behind; Allegheny County has only 36 affordable homes for every 100<\/strong> extremely low\u2011income households; Wayne County counts roughly 2,000 unhoused people<\/strong>; and half of renters in York are cost\u2011burdened<\/strong>.<\/p>\n\n\n\n

Senator Fetterman was joined by Senators Lisa Blunt Rochester (D-DE), Mike Crapo (R-ID), <\/strong>and Thom Tillis (R-NC) <\/strong>in introducing the legislation to the Senate.<\/strong> The House companion was introduced by Representatives<\/strong> Brittany Pettersen (D-CO-07) <\/strong>and Mike Flood (R-NE-01).<\/strong><\/p>\n\n\n\n

\u201cFrom major cities to rural communities, the impacts of America\u2019s housing crisis are being felt by everyone. In the wealthiest country in the world, a housing crisis of this magnitude is simply unacceptable,\u201d said Sen. Blunt Rochester<\/strong>. \u201cEveryone deserves a safe, comfortable, and affordable place to call home. The Housing Supply Frameworks Act<\/em> reduces some of the regulatory barriers that make it too expensive and too time-consuming to build new, affordable housing. By removing red tape, we can facilitate a housing boom that meets the needs of communities across the country.\u201d<\/p>\n\n\n\n

\u201cThe affordable housing crisis is squeezing too many Americans out of the dream of homeownership.  Equipping cities and states with tools to change their zoning and land use policies to accommodate increasing the available supply of housing is a good place to start in mitigating this crisis,\u201d said Sen. Crapo.<\/strong> \u201cThis bill contains no federal mandate, but would empower municipalities to choose zoning reforms uniquely tailored to the needs of their local communities.\u201d<\/p>\n\n\n\n

\u201cThis bipartisan legislation gives local communities the tools they need to modernize zoning and land use policies to make housing more affordable and accessible for North Carolinians,\u201d said Sen. Tillis<\/strong>. \u201cBy equipping states and municipalities with the resources to streamline regulations and cut unnecessary red tape, we can expand affordable housing options for families across the nation.\u201d <\/p>\n\n\n\n

Niskanen Center<\/u><\/strong><\/p>\n\n\n\n

Alex Armlovich, Senior Policy Analyst, Social Policy at Niskanen<\/strong> said, “HSFA’s proposal to develop new model regulations for states and local governments is the first substantial update to federal model land use codes since the Hoover Administration. Previous legislation, like the National Affordable Housing Act of 1990, warned against regulatory barriers to housing supply but never explicitly named them. HSFA, by contrast, itemizes an extensive and specific list of regulatory barriers–providing clarity to state and local governments and concrete criteria for federal grant administrators on what Congress means by “housing supply barriers” for the first time.”<\/p>\n\n\n\n
